The Uninsured Care Programs provide access to free health care (Drugs, Outpatient Primary Care, Home Care, Insurance Premium Payments, and Pre-Exposure Prophylaxis to prevent HIV infection) for New York State residents who are uninsured or underinsured. The Uninsured Care Programs are committed to working closely with providers and individuals to support access to the wide range of options for payment for health care services and medications for persons living with or at risk of acquiring HIV/AIDS.

The Uninsured Care Programs have created an on-line portal to allow the secure submission of program applications and recertification documents.
New applicants can securely complete and submit the application and supporting documentation (medical form, income and residency verification, etc.).
Existing participants can submit their recertification documents.

The UCP will allow providers enrolled in the ADAP or ADAP Plus Program to draw on their own inventory of Cabenuva. Providers eligible to purchase medications under Public Health Service (PHS) Section 340B may not use 340B stock for New York State ADAP participants.
The prescribing practitioner must contact an enrolled pharmacy and arrange for Cabenuva to be shipped directly to their office. The pharmacy will bill the ADAP participant's insurance and/or ADAP. If Cabenuva is filled at an enrolled pharmacy, the participant will not have any out-of-pocket costs for the medication. If you are trying to submit a claim for Cabenuva under a participant’s medical benefit, please contact the program at 1-800-732-9503, #2 and ask to speak to a supervisor.
To make sure that active ADAP Plus participants do not have out-of-pocket costs for the office visit or administration, the provider must be enrolled in the ADAP Plus network. The provider will then bill ADAP Plus for the office visit and administrative fee. If the provider is not an ADAP Plus provider, the participant will be responsible for both the cost of the office fee and the cost of the drug administration.

If you live in New York State; have no health insurance, or have health insurance but need help with the out-of-pocket costs (copays, deductibles, etc.); and your household income is less than 500% of the Federal Poverty Level (FPL); you may be eligible for help from the Uninsured Care Programs.
Whether you apply to the Uninsured Care Programs yourself or schedule an appointment with your health care provider for assistance with the application process; you will need to send documentation of your income, proof that you live in New York State and a copy of any health insurance cards you have with your application. The AIDS Drug Assistance Program (ADAP) provides free medications for the treatment of HIV/AIDS and opportunistic infections. The drugs provided through ADAP can help people with HIV/AIDS to live longer and treat the symptoms of HIV infection. ADAP can help people with partial insurance and those who have a Medicaid spenddown requirement.
ADAP Plus (Primary Care) provides free primary care services at selected clinics, hospital outpatient departments, office based physicians and lab vendors. The services include ambulatory care for medical evaluation, early intervention and ongoing treatment.
The HIV Home Care Program provides coverage for home care services to chronically medically dependent individuals as ordered by their physician. The program covers skilled nursing, home health aide services, intravenous therapy administration, medications and supplies and durable medical equipment when ordered by a doctor for specific conditions. Services must be provided through a home care agency which has enrolled in the program.
APIC can pay for commercial health insurance premiums for ADAP eligible clients. APIC will pay for a cost effective health insurance policy. Policies considered for payment must be comprehensive and provide full prescription and primary care coverage without annual coverage caps.
Eligible providers will be reimbursed for a specific set of services provided to eligible individuals, including but not limited to, HIV testing. STI/STD testing and supportive primary care services, consistent with the PrEP clinical guidelines.
